- That is certainly the case in the UK - it means the call has been dropped
- at the exchange (probably because the remote end dropped). It is most likely
- on the modem that answered since if the caller drops the line the exchange
- terminates the call almost immediately. If the answerer goes 'on-hook'
- the exchange will keep the line open for a while (you can pick the line up
- again and continue with the same call). In that case the calling modem is
- more likely to drop with a "loss of carrier" type reason.
